New HBS for Nova Scotia's Halifax International Airport

As part of a multi-year airport improvement programme, Halifax International Airport in Nova Scotia, Canada, is on track to go live with a Transborder manual inline screening system in March 2006. This is the final phase of a Hold Baggage Screening (HBS) project for the Airport.

As part of a multi-year airport improvement programme, Halifax International Airport in Nova Scotia, Canada, is on track to go live with a Transborder manual inline screening system in March 2006. This is the final phase of a Hold Baggage Screening (HBS) project for the Airport.

In a contract worth £2.0 million, Logan Teleflex UK provided two separate baggage handling systems; firstly a Commuter HBS system for all non-US traffic operating at the Airport, which went live in September 2005, and secondly a Transborder manual inline screening system to process American bound flights. Logan Teleflex UK worked with main contractor, PCL Constructors Canada Inc. on the project.

Halifax International Airport Authority took the HBS route as the Canadian Air Transport Security Authority (CATSA) upgraded checked baggage screening facilities at 89 major Canadian airports. By installing equipment for 100% HBS by January 2006, CATSA has met the international deadline one full year ahead of schedule.

The modernised commuter baggage system offers cost reduction and space saving benefits. It comprises two HBS lines, four levels of security screening and baggage throughput of up to 1200 bags per hour. The smooth running of the system is aided by a FactoryLink-based Management Information System. The Transborder system, which can process 200 bags per hour, has a facility for security screening and customs checking of bags.

David Reynolds, Sales Director of Logan Teleflex said: “A significant factor in choosing Logan Teleflex was that we have been able to use our extensive experience in HBS systems to design an optimum solution under the Airport’s preferred design build approach.”

He added: “This solution has satisfied the functional needs of both HBS and normal baggage handling in a simplified space saving and cost reduction scheme. For example, by using our knowledge we were able to reduce conveyor lines by up to 60% in comparison to the Airport’s guide scheme.”

While construction of the new building was underway, Logan Teleflex installed temporary baggage carousels on the apron behind the terminal. This, in effect, extended the baggage hall without any interference to ongoing operations. The new HBS system began replacing the temporary systems mid-February last year.

About the system

The HBS system uses two L3 Communication VIS108 machines for level 1 and their associated workstations for Level 2. Two Invision CTX2500 machines provide the level 3 and 4 functions whilst level 4 failures are handled outside the system.

The baggage system incorporates the normal bag conditioning functions prior to the level 1 X-ray and security tracking functions between Level 1 and Level 3. Cleared bags route to one of 2 inclined overlapping slat carousels for flight make up purposes. The system makes provision for transfer bag loading both prior to the HBS system and also for non screened transfer bags, which directly feed the make up carousels. Redundancy is provided at different levels within the system and this approach is followed in the control system arrangement, which is based on 2 Siemens S7 PLC systems. A Management Information System (MIS) provides maintenance and system management data. The system will be built using Logan Teleflex products and services, and installed through local companies under contract to Logan Teleflex.
